In general, Zakaah is only for Muslims. There are some opinions based on the following verse of the Quran, that zakaah can be given to certain non-Muslims:

“Zakah expenditures are only for the poor and for the needy and for those employed to collect [zakah] and for bringing hearts together [for Islam] and for freeing captives [or slaves] and for those in debt and for the cause of Allah and for the [stranded] traveler – an obligation [imposed] by Allah . And Allah is Knowing and Wise.” Chapter 9 verse 60.

“Bringing hearts together” means those non-Muslims who may be willing to accept Islam and giving them money or help may bring them even closer.

However, some scholars say even this category is null and void as this was only intended for non-Muslim leaders, not the average person.

Even if we accept the most strict view that no Zakaah can be given to non-Muslims in any situation, it still permissible to give them Sadaqah (general charity).
